How to fix
Add a deadline or an owner, ideally both ("Yamada, please review the draft by Tuesday, October 20.").
Why it matters
A request ("Please review the draft.") with no deadline and no named person leaves every reader assuming someone else will do it, some day. The sender waits for an answer that has no date.
What it does not flag
Only requests for an action whose completion can be checked (review, reply, send) are read. Courtesy requests, conditional offers ("If you have questions, let me know"), open offers ("Please send any questions to me"), invitations ("Please come and register") and a request on a contact line (a "Fax" or "Phone" label and its number) are not. A deadline or owner in the same or the next sentence is enough; so is a timing in the request itself ("after you pay"), or a heading above it that names the deadline. A section of its own for the deadline (headed only "DATES:" or "Deadline", with a deadline word and a date in it) gives every request after it that deadline. A request not to do something ("Please do not submit comments by email") forbids and is not read. Business documents only.
